Read this story and ask yourself: why isn't the US government allowed to charge fees or expect assurances against default or failure?

Public spending always puts these procedures into play when spending taxpayer money from the lowliest sidewalk repair to the largest public building.  Please tell me why Corporate Persons feel exempt from commonly accepted accounting practice?
